From the video description

Cognizable and non-cognizable offences lead to different police powers under the BNSS. For a cognizable case, police may investigate without a Magistrate’s order. For a non-cognizable case, BNSS Section 174 generally requires a Magistrate’s order before investigation, and police cannot arrest without a warrant on that basis. The classification of the particular offence matters.
